Digital Ecosystem & Model-Based Enterprises

As clients mandate Digital Engineering solutions (per DoDI 5000.97) and organizations focus on data-driven decision-making, many are “levelling up” with decision-driven modeling to streamline engineering activities and digitally transform to a Model-Based Enterprise. The Model-Based Enterprise is captured in a System of Systems Architecture model to deliver the right capabilities to meet the mission by aligning and standardizing services, interfaces, and data exchanges. This approach enables modularity and scalability to rapidly deliver value through outcome-based Digital Threads.

Model Based Systems Engineering (MBSE)

Model Based Systems Engineering (MBSE), enabled by the Systems Modeling Language (SysML), transforms processes across a digital enterprise. It reduces complexity and the need for paperwork, creating a digital representation of a system, all while accommodating tightening budgets and schedules. Our use of a common “system model,” accessible by all stakeholders, enables support analysis and assessment throughout the life cycle while offering the potential to transform the engineering process.

C5ISR

Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR)

C5ISR is a network of platforms, sensors, communication nodes, and decision aids that effectively connects operators with Mission Systems. The capability provides critical decision-making intelligence and allows security forces to sense, share, collaborate and act with greater speed and assurance. Our capabilities and strategic alliances positions Deloitte to effectively deliver these large-scale mission critical efforts.

HSI

Human Systems Integration (HSI)

Deloitte’s Human Systems Integration capability focuses intently on the development of requirements that integrate humans into comprehensive technical systems. In doing so, HSI provides specific measurements for human optimization across numerous domain spaces. This technical approach blends cognitive psychology and engineering practices. Through technical analysis and requirements development in seven interrelated domains (human factors, manpower, personnel, training, health and safety, survivability, and habitability), we help realize full system potential and add value to the areas of innovation, analytics, user experience, and engineering.

JP Parker
Managing Director | Digital Engineering

Justin “JP” Parker is a Managing Director with two decades of professional experience in Digital Engineering, Program Management, Bid & Proposal, Sales Pipeline Creation, and Task Execution. Previously, He was a Business Unit Director of Sentek Global a $50M DoD Engineering and Cybersecurity firm. His technical background in Mission Systems has been pivotal in leading Engineering Teams that develop C5ISR solutions and products for the Navy, USMC, other federal agencies and over 40 partner nations. He currently focuses most heavily on platform integration, Tactical Edge Networking, Humans Systems Integration, DEVSECOPS, Platform Integration, and Tactical Data Links. JP holds a B.S. in Human Factors Engineering from the US Air Force Academy, an M.S. in Systems Engineering from the University of California, San Diego, and an M.S. in Global Leadership from the University of San Diego.

Julie Hrushka
Principal | Digital Engineering

Julie brings over 20 years of experience across the Defense and National Security sectors, driving mission analysis, engineering, technology innovation, application implementation and open mission architecture projects. As an IT modernization professional and a systems engineer, she has worked as a developer, tester, integration lead, open systems architect, and program manager. She applies lessons learned from this diverse background to minimize risk and implement solutions that improve mission systems and combat dynamic threats. Julie holds a Bachelor of Science in Business Administration from American University, a Master of Technology Management from Georgetown University, a PMP and a certificate in Architecture and System of Systems Engineering from MIT.

Nicole Funk
MANAGING DIRECTOR | DIGITAL ENGINEERING

Nicole Funk is a leader in Deloitte Consulting LLP’s Defense, Security & Justice sector with a focus on military clients and with emphasis on Digital Engineering. Prior to joining Deloitte in July of 2019, Ms. Funk worked in support of U.S. Defense Missions, with an emphasis in Army, for more than 25 years. She has a BS in Biology and an MS in Biotechnology and holds a certification in Business Strategy. She began her career with a focus in Weapons of Mass Destruction (WMD), including long range planning, countering threats in the areas of biological, chemical, nuclear and radiological weapons. She worked across every command in the Army, and also supported all military branches in this mission critical offering. Previously, she was the Location Leader in a Defense and Intelligence Business unit, working to mitigate risk and assist with strategic growth in US geographies.

Jesse Hamilton
PRINCIPAL | DIGITAL ENGINEERING

Jesse Hamilton is a Principal in Deloitte’s Government & Public Services Consulting practice. Hamilton is focused on strengthening the Cyber Engineering presence in California/San Diego and the Defense Security & Justice sector via the United States Navy. Previously, He was a Sr. Vice President of Sentek Global a 40M DoD Consulting firm. He successfully took Sentek Global into a transitional exit to Deloitte Consulting. At Sentek he was responsible for the entire customer lifecycle from customer identification to operations & execution. He led a team of three Business Units that shared Sentek Global’s top priority: customer success. Prior to becoming an executive, He was the Director of Marketing & Business Development at Sentek Global, responsible for Corporate Strategy, Oversite of a Sales and Marketing team, a Diversified Sales Pipeline. He volunteers his time as a board member for the San Diego chapter of the AFCEA (Armed Forces Communications and Electronics Association).

Biff Lyons
MANAGING DIRECTOR | DIGITAL ENGINEERING

Biff is a Managing Director in Deloitte’s Government & Public Services Consulting practice with more than 25 years of total experience in the national security space. Biff currently serves as the Lead Client Service Partner of Deloitte’s US Navy account providing a wide range of Deloitte solutions and capabilities across all parts of the US Navy mission. Previous roles include having served as the LCSP of Deloitte’s Border, Trade, and Immigration account. He is part of Deloitte’s Mission Systems Engineering Market Offering which provides digital engineering support across many of Deloitte’s Defense, Security, and Justice clientele. Prior to Deloitte he worked as an analyst, scientist, engineer, and business leader of a National Security practice within the DOD and Intelligence Community. Biff has a BS in Physics from the College of William and Mary and a PhD in Physics from the University of Virginia. He resides in Herndon, VA with his wife, Katie, and his three children.

Kimberly Bird
MANAGING DIRECTOR | DIGITAL ENGINEERING

Kim is a leader in Deloitte Consulting LLP’s Defense, Security & Justice sector with a focus on the C5ISR investment helping to build out capabilities for geographically dispersed clients. As part of the DS&J growth leadership team, Kim is focused on capturing large mega deals and is leading the FEDSIM Go-To-Market team within Government and Public Services. Prior to Deloitte, Kim had 25 years at Booz Allen Hamilton. As a Partner at Booz, she led the Military Intelligence Business which was focused on delivering ISR capabilities to all the Military Services. The team built custom training to support critical thinking skills, conduct PED analysis for Mission Critical systems and advised the government on major strategic issues such as cyber remediation, advanced data analytics and IT Modernization. Prior to Booze, Kim led large delivery teams to support back office IT system development.
