Steve is a principal in Deloitte Consulting LLP’s Government & Public Services practice where he leads state Medicaid Actuarial Services. With more than 25 years of actuarial experience, he has consulted with government agencies, health maintenance organizations (HMO), large national health insurers, Blue Cross Blue Shield plans, health care providers, and employers on issues such as Medicaid rate development and rate certification, risk adjustment, health insurance exchanges, health reform, and product development.
