Heather Reilly
Principal | US Government & Public Services (GPS) Markets Leader
Heather is a principal and serves as the US Government & Public Services (GPS) Industry Markets Leader, a function responsible for shaping the future for our GPS clients to build a stronger, more resilient and prosperous society amidst new disruptors that are reshaping our world. She drives market integration across the GPS portfolio of federal agencies, state and local governments, and higher education institutions, and with Deloitte’s Commercial industries.
With over 15 years at Deloitte, Heather is one of the firm’s experts on immigration and border security work. She most recently led the Defense, Security, & Justice industry sector in GPS, overseeing Deloitte’s portfolio across the US Department of Defense, Department Homeland Security, and Department of Justice and Intelligence agencies. She previously led delivery teams focused on enhancing border security, facilitating trade and travel, and improving lawful immigration to the United States through improved technology, processes, and strategy across the U.S. Customs and Border Protection, U.S. Citizenship and Immigration Services, and Immigrations and Customs Enforcement accounts. She also led the GPS practice’s strategy on alliances, managing 25 alliances across the industry to bring new solutions to clients and drive growth.
She is passionate about providing socially impactful solutions to the refugee crisis and co-founded Deloitte’s Immigration Community of Interest Network (iCOIN) which supports various pro bono and eminence efforts in the immigration space. She also serves on the board of Upwardly Global, a 501 non-profit organization that helps immigrant, refugee and asylee professionals rebuild their careers in the United States.
Heather holds a Bachelor’s of Science in Business Administration from Loyola University of Maryland and a Master’s in Business Administration from the University of Maryland. She resides in Northern Virginia with her husband and their two children.
